According to news reports, the Obama administration is leaning toward postponing and rewriting (read: watering down) a groundbreaking proposal from the EPA that would enforce strict new regulations on carbon output from power plants.
Other than stopping the Keystone XL pipeline, this is essentially the only major action against climate change the administration can take unilaterally -- without assistance from a stubborn congress.
