Dzhokhar Tsarnaev is a naturalized US citizen, not a foreign national. Not reading him his Miranda rights under the "public safety exemption" clause sets a dangerous precedent and goes entirely against what was established in the 1966 Supreme Court ruling of Miranda vs. Arizona.
