This is an effort to:
* Urge an operational pause of our global drone campaign, while the Obama Administration facilitates transparency and public review of its use of drones at home and abroad.
* Reshape and tighten the Rules of Engagement and targeting requirements in an effort to limit civilian casualties and the resulting blowback.
* Create public and moral accountability for our national defense policies. Drone strikes have reportedly killed between 3,000 and 4,000 people in Pakistan and Yemen alone, and these strikes are taking place around the world.
* Have a national conversation on the moral and geopolitical repercussions of launching preemptive worldwide attacks with unmanned drones that often result in collateral damage and civilian deaths.
