Immediately reinstate Pers Tempo pay and make such pay retroactive to October 1, 2001.

On October 8, 2001, shortly after the attack on the United States, Donald Rumsfeld suspended Pers Tempo pay for all personnel. Pers Tempo pay was an amount of $100 per day for every day over 400 in a rolling 2 year window. In 2004, it was changed to NOT MORE THAN $1000 per month. Pers Tempo pay should be immediately reinstated, with it being retroactive to the date that it was suspended. Further, Pers Tempo pay that was earned in a Combat Zone Tax Exempt area should be treated as such and not be taxed. Our servicemembers have been stretched to the limit and reinstating Pers Tempo pay would be one thing that our country could do to reward them for their service. Refusing to reward our servicemembers for the sacrifices they make is a slap in the face.
