CISA, in it's entirety with even less provisions to protect citizen's privacy, has been signed into law because it was attached to a spending bill that had to pass.
When the tech leaders that this bill is supposed to "help" combat cyber threats are saying it's a bad idea, it's probably time to reconsider what you are doing. Do you truly believe you know what is better for the technology industry than those leading that very industry?
Sneaking this into a bill that basically has to pass to prevent a government shutdown should tell you everything you need to know about what actual support this bill has. It completely undermines the ideals of democracy to hold bills hostage to push the unpopular agenda of a minority that damages the rights of private citizens.
