Immediately require that ALL employers use E-verify before an applicant is hired

All employers will be fined $10,000 per employee found to be ineligible to work in the U.S. Subsequent violations will result in the employer charged with a felony. Until we have full employment there must be a moratorium on all immigration. New applicants must have thorough background checks, be literate and agree to become fluent in English within 5 years. They also must agree that they are not eligible for welfare and/or social security benefits for 10 years.
