The residents of the island of Puerto Rico have been American Citizens since 1917. As such, they have been submitted to a second class treatment ever since the ruling of Downes v. Bidwell, 182 U.S. 244 (1901) determined that "the constitution does not follow the flag". The case also gave birth to the judicial doctrine that "an unincorporated territory is "foreign in a domestic sense."" We have been unjustly kept in this legal limbo for the past 110 years. It has become clear that the people of Puerto Rico's right to self-determination has been trampled by Congress repeatedly. The executive must take action and provide the mechanism for our eventual admission to the union or a path to independence.
