We, the people and citizens of the United States of America feel the immediate need for welfare regulation with regards to recipients' who may use proceeds from benefits, (local, state, and federal assistance, monetary or otherwise) to purchase illegal drugs for consumption or sale while the burden of providing these benefits falls on the taxpayer, hence the employed, and other law abiding citizens. Failed mandatory, frequent, and supervised drug tests shall fall under a zero tolerance policy and immediate suspension of benefits will be initiated and enforced. The findings and reports shall be made part of the recipients' permanent record with all concerned agencies and be reviewed and amended by capable parties.
