Currently any female entering the country pregnant can have a child born a US citizen. Later the female and her family can apply for citizenship. Many European countries allow people to live there once a job is acquired (after coming in on a tourist visa), but they require a residency of 14 years (yearly residency/work visa petition) before someone can apply for citizenship. Also, the green card lottery and bogus amnesty claims allows for further citizenry and work visas (for such jobs as hotel/beach boys, a job Americans can do and don't require people on work visas from South Africa, Philippines, etc. It's a matter of national security and job security to have a tighter immigration policy.
