If Congress can't come to a consensus resolution within 6 months of the time the legislation is presented, then open up issues to voting public. Both sides present their positions to the people; have a simple up and down vote and let the people they are representing decide. We can no longer accept a congress who put their own interest ahead of the people they represent.
