Ted Cruz formed a plan and conspired to shutdown the government if his specific demands of defunding The Affordable Healthcare Act were not met. There are physical documents that were sent to other GOP members to confirm their cooperation. There is empirical evidence of this on public record. It was not that he simply could not pass a budget he didn't like. He specifically planned to not pass a budget if he doesn't get what his minority wants. I would hope there is some type of consequence for this. If any American threatened national security or well being of the United States government, they would surely not be immune to such consequences.
