Implement a $0.005 tax on every bullet sold in the US to bolster early-intervention mental health programs.

Somewhere around 12 billion rounds of ammunition were sold in the US in 2009. If each bullet was taxed half a cent, you'd have $60 million every year to bolster early-intervention mental health programs. That would be $1.2m for every state. You could tax it federally, and distribute the revenues to the states to manage their own programs.
