The 32(OJ) + 8 (T) program is designed to decrease unemployment. It is a transitional program that will allow an individual to be able to work on a short term job and at the same time train for a permanent position. In some instances, a participant may have to transition into a 2nd and prehaps a 3rd short term job before he/she is ready to be placed in a permanent position. The objective is to provide lifelines or safety nets when a job end. Every participant will be monitored by a consortium; setup in most cities; designed to create and implement jobs and training programs utililizing federal, state and local government as well as the private sector. Also, a carefully designed plan (contract) will be developed and signed by the consortium and the participant.
