It is outrageous that governors and/or state legislatures are able to enact "local" policies that harm the ability of citizens to vote absentee. Various voting restrictions cause intolerable delays on election day. This overwhelmingly impacts minorities and lower-income citizens, and is therefore a federal civil rights issue. America is supposed to be a shining city on a hill when it comes to democracy, but the procedures and risks in our presidential and congressional elections are far below what we deserve and are well capable of.
