Implement citizen direct voting on major legislation that Congress fails to pass.

According to recent polls, a number of representatives in Congress are not acting on behalf of their constituents. Given the reprehensible irresponsibility of some of the members of the 112th and 113th Congresses, clear basic versions of major proposed bills should be made available to the public so that all registered voters can directly vote. The people's votes will be binding and the bill will go to the President for approval. Though the population is more than three hundred million, citizen direct voting is feasible; we have the communications technology to accomplish this. Finding ways to handle cases of Congressional inaction is vital to moving this country forward, citizen direct voting is one way.
