We propose establishing a network of community gun banks (CGBs) to provide citizens safe access to firearms for traditional purposes: militia exercises, hunting, target shooting and collector/trade events. Individual firearms use would be on-site. Approved organizations - gun clubs, militias, enthusiasts - could checkout arms en masse or establish their own CGBs. Membership shall be inclusive.
Compliance would be state-level, operational specifics CGB-level. CGB organizational structure would be non-profit with an elected board.
As individuals would no longer be keeping firearms in their homes, limits on types/numbers of guns would not be restricted except for logistical reasons at the local level. A single shot rifle exception may be approved by community leaders.
