Members of Congress must caucus based upon party affiliation. Members elected as Independent cannot caucus with a registered party to determine majority status or allocation of chairmanship and leadership positions within Congress.
Base allocation of committee chairmanships and leadership positions on percentage of seats rather than a simple majority - i.e. 49% of seats earns 49% of positions. Parties holding 3% or more of seats will be allocated chairmanship and leadership positions accordingly.
Independent members shall be counted as a block as will members of all parties not holding 3% of seats. These two groups will then be guaranteed at least 1 position each.
Changes in a member's party affiliation will not be recognized until approved by their constituents in a regular election.
