Implement a consumption tax and return the power of government spending to the people via organized spending strikes.

A consumption tax will replace payroll tax. Employees will keep all money earned and only pay tax when they spend it. This would enable the people to organize spending strikes or spending frenzies depending on what the government ASKS US for. If the people want a war then they can spend. If the people want no war then we organize a mass spending strike. This would apply to anything the government asks us for. The people will decide based on our collective decision to spend a lot or spend a little. The IRS could be drastically downsized and focus on corporate taxation only. The predictable free flow of payroll tax would cease as well and therefore the abilty of our government to place us into further massive amounts of debt.
