Implement a Fair Tax Code

Implement an amalgamated consumption tax tax that combines all local, state 
and federal taxes and abolishes all existing tax codes and taxes. All 
purchases - goods, services, purchases of stocks, bonds, financial 
instruments would be taxed. Pre-bate, monthly, the 
tax on poverty level spending to all citizens, so no fraud. We would all know 
exactly what we are paying, everybody pays, congressmen, government 
bureaucrats, dope dealers, illegals, cash economy participants, corporations. 
Exports aren't taxed and imports are, just like all the other countries 
in the world. State, local governments would determine their tax rates which 
would be added to the federal rate so local needs are reflected. 
State/local taxes would go directly to the local entities a'la gasoline taxes.
