Implement a Federal Foreign-Language Requirement in Public Elementary and Middle Schools

The federal government should require students to learn a foreign language starting in elementary schools when learning a second language is most effective. It will not only make our country more competitive with European competitors, whose citizens learn a second language as early as three years old, but only has individual benefits, such has strengthening developmental skills.
