Implement a Federal Regulation requiring this technology innovation that will satisfy both sides of Assault Rifle Debate

To satisfy both sides of the so-called "assault rifle" debate. We the People suggest the implementation of the following Federal Regulation in lieu of banning such rifles.
Require all semi-automatic weapons, rifles and hand guns, sold in the United States to be manufactured such that their rate-of-fire (ROF) is one-round-per-two-seconds (1R/2S) or two-rounds-per-two-seconds (2R/2S). Weapons may be manufactured to be selectable of either ROF. The insertion of any magazine over ten rounds will force the weapon to fire at the 1R/2S ROF.
