Implement Fentanyl patch-for-patch return programs in all American pharamacies

This is a petition for the implementation of a program under which patients prescribed Fentanyl (Duragesic) patches would be required to return used patches before new patches are dispensed. Fentanyl is an extremely potent opioid painkiller, 100 times more potent than morphine. It is indicated primarily in opioid-tolerant sufferers of severe chronic pain. However, used Fentanyl patches are being bought and sold by drug dealers, resulting in overdose deaths among opioid addicts as well as inexperienced youths. Tragically, deaths have also occurred when children came into contact with improperly disposed patches belonging to family members. A return program requiring patients to return used patches to pharmacies would promote proper disposal and discourage illicit sales of this deadly drug.
