The United States should seek to identify a flat tax that is similar for all citizens. The tax amount should be applied against either a persons income or increase in net worth of the individual year over year depending on which is higher.

Example.
A person making $100K per year pays 15% in taxes = $15K dollars annually.

A CEO who makes $1 per year, but whose increase in Net Worth over the previous year was $10 Million pays 15% in taxes = $1.5 Million.

No ways to hide money, no loopholes, no IRS and the government has to level with the American People when raising the tax rate as it affects everyone the same.
