Implement GPS tracking for registered sex offenders

According to the National Institute of Justice, 29% of rape victims are between the ages of 12-17. In addition, The National Center for Lesbian Rights reports a staggering 64% of transgender people have experienced sexual assault in their lifetime. Plus, 4 in 10 gay men have experienced sexual violence other than rape in their lifetime.

Implement a law that stipulates mandatory GPS monitoring. mandates residential restrictions for sex offenders. The law should stipulate that registered offenders cannot live within 3000 feet of a school, or live within 500 feet of a church or attend church services. Electronic monitoring devices deter future sex offenses. Obama can set a precedent as the 1st leader to issue these stipulations. Stand up for victims of rape and child molestation.
