"A well regulated Militia" does not mean private citizens. It plainly states the expectation that gun owners are to be a part of the security of the State in a militia. It never mentions private ownership.It means a military and it means that the military should be regulated.
First, I propose that all firearm owners be registered with the military as militia members.I propose registration of all firearms and shutting the gun show loophole. I propose that all firearms are to be registered, licensed and insured and that all owners be vetted.
