Implement drug testing quarterly for current and future welfare recipients. Since American tax money is used to benefit welfare recipients, then those recipients should be required to take and pass an initial and quarterly random drug screening in order to start or continue receiving benefits. If a recipient fails a drug screening then full recoupment of benefits given prior to drug testing should be initialized and those benefit payments should be paid back in full through tax refunds or wage garnishment. If the workplace requires drug testing to work, then welfare should require it as well.
