Democracy without people voting and participating isn't a democracy at all. Many people do not vote because they do not feel it makes a difference, but the collective mindset of all of the people that share this train of thought is enough to make a difference. Decisions made by democratically elected governments are more legitimate when higher proportions of the population participate. Additionally, voting, voluntarily or otherwise, has an educational effect upon the citizens. Lastly, if democracy is government by the people, presumably this includes all people, then it is every citizen's responsibility to elect their representatives. Implement a mail-in compulsory voting system to make our democracy effective.
