Year after year Homes are rebuilt in the Flood & Tornado prone areas to traditional wooden structure standards, raising the insurance cost for the nation. If stronger and raised platform (flood areas) homes are built, the survivability would increase and replacement cost would drop, lowering the insurance cost for all homeowners.
Modern construction systems are available to minimize, not eliminate, the potential damage. In South Florida we must adhere to strict high building codes for the hurricanes that we encounter periodically. While homes in the mid-west & central areas, which are prone to floods & tornadoes do not.
At least implement concrete safe-rooms for tornadoes and build on raised concrete platforms for flood areas. Cheaper to replace a car or roof than a whole structure.
