Implement the money saving font change proposed by Suvir Mirchandani on US Gov't documents

In this period of sequestration and budget uncertainty, each area of money saving counts. Implement Suvir Mirchandani's proposed change from Times New Roman to Garamond as the official font on all new US Government documents. Phase in change on all new documents after set initiation date.

His study suggests this change can reduce up to 30% on ink costs as well as reduced paper usage due to shortened documents. This results in an estimated savings in excess of $274M per annum for the US Gov't based on study that federal employees print on average 7,200 pages per year.
