The opportunity for corruption within our current paradigm for redistricting post-census is simply too high. The methodologies used are entirely under the power of the governing party at the time and the people themselves have no say short of enabling their representatives, who often have zero innate knowledge of the math or technologies used. There is also the inconsistency and the turmoil created in decade-over-decade transitions from control over the process and the methodologies used.
I propose we empower the smartest minds on the planet to create an open source tool for state government to use in drawing up the districts. I also propose that the algorithms used be in the public domain and freely available for anybody to view in detail.
