Implement a pay for performance scheme for all members of Congress and the President

Congress and the President need to be subject to a pay for performance scheme where half of their pay is at risk and subject to meeting performance requirements/criteria. Many in the private sector have a major portion of their salary at risk and to encourage performance it is necessary to subject our President and Congress to meet an established performance criteria rather than a salary guarantee. Criteria for them to receive their "at risk" salary portion, would be voted on by their constituency on a number of criteria e.g. Did they work together to pass meaningful legislation; Were they present to vote; Did they accept lobby or special interest money skewing their voting record and support of issues; overall impression of the job they have done; What they actually accomplished.
