Work with state governments, other nations, financial institutions, technology/security/privacy experts to design and implement a physiological biometric alternative to identification. This would initially be optional as an experimental program until it is evaluated as a permanent replacement for existing identification documents.

This system would replace U.S. passports, and passports of other participating nations, visas, and related immigration documents. I could obtain an electronic visa from a participating nation, visit that country, and return to the U.S. without carrying a passport or any other identification. It also replaces social security cards, state driver license and voter id cards, atm cards, credit cards, keyless locks, etc.
