Implement a plan that will allow unemployed welfare and aid recipients to give back to their benefactors

As hard working, tax paying Americans, the undersigned hereby request that the Obama Administration implement guidelines for welfare and aid recipients not currently employed that would allow them to give back to their benefactors in a way that would ease the financial burden on local government and resident citizens. There are a plethora of ways an unemployed recipient can be helpful in alleviating taxpayers costs, such as:

Volunteering their time at soup kitchens or similar feeding the needy establishments; at state parks or other government owned public properties; fostering homeless animals;

Organizing neighborhood cleanup and roadside litter collection parties;

Getting involved in daytime neighborhood watch;

Visiting nursing homes to engage the elderly in socialization;

ETC!
