implement processes for theft and fraud prevention used by credit card companies in Medicare / Medicaid

Using the same processes, paths and ideas that protect individual credit card users from fraud and theft we could alleviate much of the waste in the Medicare / Medicaid system. Use of current individual data and identification, a simple process of calling or otherwise notifying the potential receiver of benefit for confirmation could protect the person, system and taxpayer.
