Every party should have representation in Congress in proportion to its strength in the electorate. Proportional representation (PR) has been known to increase voter turnout and the representation of women and minorities in legislatures. Free-list party list PR (as Switzerland uses for its National Council) would likely be the best for the House. Every state could be a single electoral district, with members elected on a state-wide basis through PR. This would eliminate any potential for gerrymandering and eliminate costs associated with re-districting. The single transferable vote (as seen in Ireland's Dáil_Éireann) with four or five member districts could be used instead to maintain a closer voter-representative relationship. Senate elections could utilize instant run off voting.
