President George W. Bush commissioned a bipartisan panel to investigate the major problems in, and caused by, the current tax code.

Their final report, available here http://govinfo.library.unt.edu/taxreformpanel/final-report/index.html, evaluated the astronomical costs of the current tax code, and outlines the steps to fix it, and the rational that should be applied to all taxes- breaks and increases- in the future.

The actual hard work, the math, has already been done.

Mister President, we urge the Administration and members of Congress to immediately begin the process of reforming America's broken Tax code by implementing the reforms in this report, without exception or exemption given to any special interest.
