Implement Safer Gun Possession Policies

In the United States, the 2nd Amendment allows individuals to bear arms. As of right now gun violence has resulted in 372 mass shootings since 2013 and resulted in a cost of $299 billion annually in hospital bills, investigations, court proceedings, prisons, etc. Due to increasing gun violence mandatory background checks, safety courses (100% to pass), individual gun registration to the owner, and no private sales with a percentage of the sales tax going towards mental health institutions would vastly deteriorate gun related violence. Australia has implemented similar laws with a 59% decrease in gun related homicides. Already, 2016 has seen 3,386 deaths from gun violence and we are barely halfway through the year. It's time for action.
