By placing security guards in public schools, and arming them with less-than-lethal weapons (for example: TASER electronic incapacitation devices), the schools will be provided with a first-line-of-defense against the unpredictable worst case scenario of an active shooter. This will keep avoidable casualties to an absolute minimum.
