Go to an amalgamated consumption tax tax that combines all local, state and federal taxes and abolishes all existing tax codes and taxes. All purchases - goods, services, purchases of stocks, bonds, financial instruments (thus it is progressive) would be taxed. Pre-bate, monthly, the tax on poverty level spending to all citizens, so no fraud.
