The SPEED Solution (Speeding: Proportionate Tax, Equality Enhancing, Deficit Solution) would ensure safe roads, balance municipalities' budgets, equate the price of speeding across income levels, and increase tax equality by issuing sliding-scale on income traffic fines.
Currently, Finland and Sweden issue speeding fines based on offenders' income levels. These two countries have 2.9 and 6.5 accident-related fatalities respectively per 100,000 people, compared to the 12.3 per 100,000 in the US (Wikipedia).
The SPEED Solution would make speeding an equal cost for all citizens. The negative incentive (the speeding fine) is much higher for people who earn lower incomes than higher incomes, and this is why wealthier people tend to be involved in more fatal accidents than the average.
