Currently, H1B dependents(H4) are not allowed to work in the US. The proposed CIR,in its original form, as well as GOP version, provides H4 visa holders the right to work in the US. Given that both parties agree to such provision, there is no need to extend the sufferings of H4 visa holders. An Executive order by the President shall be an efficient and logical stop-gap approach.
