Implement a U.S. Airline Passenger Bill of Rights modeled upon the EU's Passenger Bill of Rights

Current US regulations require airlines to provide minimum compensation for passengers ONLY if they are involuntarily bumped from a flight. Compensation for delays or cancellations is at the discretion of the airline, regardless of how much time passes until the passenger is delivered to their destination. Additionally, there is no requirement to provide lodging or meals.
In comparison, EU passengers delayed more than 2 hours are entitled to between €250 and €600 cash, dependent on total distance of intended travel. They are additionally entitled to rerouting assistance and a full refund for delays exceeding 5 hours. EU regulations further mandate that passengers are provided reasonable accommodation, transportation, and refreshment (meals and drinks) in relation to time delayed.
