Impose 2 term limits on all Federal, state and local seats to avoid the stagnant life long congress/senate holders

All too often people are voting based on party lines (straight Dem or GOP) rather than substance since everyone runs with tactics that we would not even allow high school students to use. Once they are elected in an area that always votes on their party line they stay there until they retire or die. More often than not they achieve nothing but continue to sit there sucking up our resources and not working for the greater good of the country. If we impose limits on the number of terms (8 years max for all seated, not just POTUS) that someone can keep a position that will force them to work faster on the topics that they promise. We the people need to get back to having representatives work toward the greater good of us all rather than the greater good of their friends and families.
