In order for our nation to become energy independent and free from fossil fuel sources there must be an incentive in the form of a dedicated funding source that provides direct funding to get us away from 20th century polluting fossil fuel sources. What better way to achieve this than providing for a financial disincentive to use fossil fuel sources, and an incentive to use non-polluting renewable energy sources.
