Impose economic sanctions against the Russian Federation until they revoke or amend their ban on adoptions by US citizen

Russian president Vladimir Putin signed on 12/28/2012 a law that bans the adoption of Russian children by American citizens.
Many of those children have no families at all, have been left in the Russian welfare system and have psychological or health issues - and many US families are willing to offer them a home and a chance for a better life.
We cannot in good conscience support a government that puts their own petty political agenda before the health, welfare and happiness of any child - being them russian, american, chinese or whatever.
The US government should impose sanctions against the Russian federation in order to make them review this new law policy.
