Google "ammunition sale" and be surprised on how cheap and easy it is to buy 1,000 bullets. One thousand bullets cost less than a new iPad. One bullet should not cost less than candy.
Impose a federal sales tax on all bullets sold in the United States. Tax waivers for shooting ranges and hunting.
