I'm not going to say it's "pretty simple," because it would upset so many special interest groups, but screw them: Basically, impose a 10 cent deposit on bottled water, juice, candy wrappers, potato chip wrappers. Basically, anything that you frequently find on the side of the road. This shouldn't be viewed as a liberal or conservative issue either. Everybody hates seeing garbage on the side of the road, yet so many people don't pick it up. Well, here's the motivation to do so. Place a federal 10 cent deposit on all of these things, and they won't be randomly tossed out of car windows or into waterways, and if they are, SOMEONE will invariably pick them up.
