Desecration of the flag of the United States will carry criminal penalties of no less than $250.00 for the first offense. Subsequent offense to impose penalties of $500.00 to 2500.00 and 50-100 hours of community service. A third conviction to be punishable as a first degree misdemeanor carrying fines up to $5,000.00, incarceration, 100 hours of community service, and no less than 25 hours of counseling on patriotism and American values, including education on the Constitution of the United States of America.
