Health insurance companies are legally allowed to uprate at 1.5 times (charge 1.5 times more) to insure tobacco addicts than to insure people not addicted to tobacco. This policy creates an economic barrier for tobacco addicts wishing to purchase quality health insurance. Many tobacco addicts settle for plans that provide less coverage in order to offset uprating costs, or simply go uninsured due to the cost of insurance.
Meanwhile, tobacco manufacturers rake in tens of billions in profits every year and aggressively push their hazardous products with exceptionally high annual spending on marketing and promotions (over $9.6B in 2012 alone).
The citizens of the United States demand that fines be imposed on tobacco manufacturers to cover health insurance uprating costs for tobacco addicts
