Impose fines on media outlets that aid killers in promoting and glorifying themselves and their actions

We should not give killers what they want. They want fame, notoriety, and acknowledgement of their actions and existence. They achieve their objectives through our media outlets. If you want to curb the inclination to commit violent acts, the first step is to remove some of the impetus for committing violent acts. Do not publish/announce their names. Simply use general descriptions, e.g., an individual, he/she. No need to provide detailed descriptions either. We know by their actions that they are not acting rationally. Do not provide their picture. Do not give them more press/air time than the victims. Do not let them have their 15 minutes. Do not let them have 15 seconds. Do not further their cause by giving them what they want. Fine all media outlets that do so.
